Hugh Locklear, 75, a Lumbee Indian native to Baltimore, MD, was called home to be with the Lord on Monday, March 17th, 2025. He was born on Tuesday, August 30th, 1949, in Robeson County, North Carolina to the late Eb and Bertha Locklear.
Hugh was a skilled mathematician and excelled at his educational studies in his younger years. After finishing school, Hugh moved to Baltimore, MD, and began a successful drywall and construction business which serviced many residents and businesses in the Baltimore-Washington Metropolitan area, including the Baltimore American Indian Center. Hugh loved attending church, spending time with his family in Baltimore, and made frequent visits to North Carolina for family and friends. Hugh had a special fondness for western movies, holidays, and fireworks. His work ethic was unmatched and he always kept a smile on his face. Hugh also consistently contributed to his community, the church, and was a board member for the Baltimore American Indian Center. He was described as reliable with an extremely kind heart, had a great sense of humor and an infectious laugh, and was known by many as one of the most selfless and altruistic humans they ever knew.
Hugh was preceded in death by his brothers, James Locklear, Tommy Locklear, Carl Locklear; and his sister, Ella Mae Locklear; his daughter, Juanita Locklear; his grandson, Ricky Chavis; and his nephew Leon Locklear. Hugh will be forever remembered and missed by his wife, Victoria "Vicky" Baker, who faithfully fulfilled her role as a friend and partner for 41 years. He will also be remembered, by his brother-in-law James Baker; by his brothers, Billy Locklear and Quinnie Locklear, by his daughter, Mary Hunt; his grandchildren, David Smith, Carlie Chavis, and Taylor Chavis; and his great-grandchildren, Tayden Pilone-Smith, Tayah Pilone-Smith, Harlem King Valentin, Micheal Zaiden Valentin, Emrie Nevaeh Chavis; and his nieces, Tomalita Locklear Peterson, Janine Locklear Norton, Barbara Locklear Jacobs, Tina Oxendine, Della Locklear; and many other cousins and family members.
Family and friends may attend a memorial gathering on Monday, March 24th, 2025, at East Baltimore Church of God, 800 Oldham Street Baltimore, MD 21224. A Visitation will begin at 12 p.m. followed by a Prayer Service at 1 p.m.
A follow-up service will be held for family and friends on Thursday, March 27, 2025, at Union Chapel Community Baptist Church, 4148 Union Chapel Road, Pembroke, NC 28372. The viewing will be held from 12:00 pm to 1:00 pm and the memorial service from 1:00 pm to 2:00 pm, after which Hugh will be laid to rest in Oxendine Cemetery with his beloved parents and siblings.
